Ambient surveillance conducted by the Federal Police in Operation Overclean reveals the apprehension of the suspects regarding the decisions made by Minister Flávio Dino of the Supreme Federal Court, who blocked the payment of parliamentary amendments.
Operation Overclean investigates a criminal organization suspected of embezzling millions in contracts with the National Department of Works Against Drought (DNOCS), municipalities, and states. Information collected by the PF shows a financial movement of the group, between credits and debts, of R$ 1.4 billion between 2018 and 2024.
The PF placed a bug in the car of businessman Alex Parente. Alongside his brother Fábio Parente and businessman José Marcos de Moura, known as the “Litter King” in Bahia, Alex is identified as the leader of the criminal organization under investigation in Overclean.
Recordings were used by the PF to request search and seizure against the coordinator of DNOCS in Bahia, Rafael Guimarães de Carvalho. One of the companies linked to the Parente brothers closed over R$ 100 million in contracts with the agency.
After being targeted by Operation Overclean, Rafael Guimarães, despite his position, is kept in office by the Lula government (PT).
“Regarding the current state coordinator of DNOCS in Bahia, Rafael Guimarães de Carvalho, mentioned in the above excerpts, a dialogue obtained from audio surveillance in Alex Parente’s vehicle suggests, in addition to a relationship of trust and closeness with Alexa Parente, talks about the 2024 bidding process,” the PF statement cites about the August 2024 recording.
The PF does not transcribe the full conversation in the search request against Rafael Guimarães but summarizes what the two targets discussed that day.
At one point, according to the PF, Alex and Rafael “discuss a recent decision by the STF regarding the payments for works,” and the DNOCS coordinator “shows concern about the commitments and payments for the works due to the STF decision.”
The PF states that Rafael mentions in the conversation that “his works come from amendments.”
Furthermore, the head of DNOCS “shows concern about these payment delays,” and both discuss possible financial difficulties for the companies. “It’s difficult to have a ‘debenture’ of 10, 15 million,” a part of the conversation’s summary quoted by the PF reads.
At the time of the audio recording, Minister Flávio Dino of the STF began to take a harsher stance against Congress regarding transparency in the allocation of amendments.
Days before the recording, on August 2, based on Dino’s decision, the government suspended payments for amendments. On the day of the recording, August 8, the minister ordered the government and Congress to provide information about the allocations and destinations of commission amendments.
